After completing secondary education (year 12), there is an Australian Qualification Framework (AQF).
AQF levels are an indication of the relative complexity and/or depth of achievement required to demonstrate that achievement. AQF Level 1 has the lowest complexity (Certificate I) and AQF Level 10 (Doctoral Degree) has the highest complexity. The AQF Level 7 is at Bachelor level, Level 8 is at Bachelor Honours Degree, Graduate Certificate & Graduate Diploma Level, AQF Level 9 is at Masters Degree Level.
Depending on individual's educational level in their country, they need to choose an appropriate qualification to achieve their dreams in Australia.

STUDENT GUARDIAN VISA SUBCLASS 590
Any person who is coming to Australia as an overseas student should be accompanied by a guardian if they are under 18 years of age. Student Guardians are either:

the parent of the student visa holder, or
-
a person who has custody of the student; or
-
a relative of the student, aged 21 years or older, nominated in writing by a parent or person who has the custody of the student.
If the person coming on a student visa has a relative who lives in Australia, they can be nominated by a parent or person who has the custody of the student.
The Student Guardian Visas are generally granted until the student becomes 18 years of age. They are supposed to live with the student and do not have work rights.
